There's a conference going on right now in the Mideast about the state of Iraq's foreign debt, owed mostly to the Arab states such as Kuwait and Saudi Arabia. The media won't tell you this, but this debt consists mostly of loans made to Saddam Hussein by these same Arab states in order to wage war against Iran back in the 1980s.
In the midst of all of this, Iran -- the truly aggrieved party which was the victim of a war of aggression - has effectively given up on its claims on Iraq arising from Saddam's invasion, and is instead engaged in reconstruction projects in Iraq. The US has also written off Iraq's 4.1 billion dollar debt along with several other Western nations too.
But the same Saudis and Kuwaits which backed Saddam aren't willing to write off this debt, despite Iraq's appeals, because they see it as a way to gain leverage over Iraq, which is too soft on Iran for their tastes -- despite the fact that the debts are crippling Iraq's economy.
So remember that the next time they claim that Iran is responsible for the mess in Iraq or is using Iraq to wage a "proxy war". The Saudis and Kuwaitis are waging this proxy war, using economic pressure on Iraq in addition to allowing "foreign fighters" to enter Iraq.
